1. Place water in small microwavable bowl. Sprinkle gelatin over water; let stand 1 minute. Microwave on excessive 20 seconds or till gelatin is totally dissolved.
2. Combine coconut milk, cream cheese, eight packets sugar substitute, vanilla, coconut extract and gelatin combination in blender; mix till clean. Pour combination into ready crust; cowl and chill about four hours, or till agency.
three. Before serving, toast coconut in small nonstick skillet over low warmth till golden brown. Toss coconut with remaining 1 packet sugar substitute; sprinkle over pie. Serve instantly.
